3D. Determinants of Transport Policy in Federations: An Australian Case Study.

Project Description

Federal systems of government are characterized by complex arrangements for horizontal and fiscal equalization, and for policy variations among constituent states. Ideology, management capacity and institutional arrangements mediate policy outcomes. In transport policy, the outcome can be that seemingly comparable jurisdictions adopt widely differing financing and ownership structures for public transport, and in turn the outcomes in terms of modal split between the private car and public transport can vary widely. The study tests the hypothesis that several critical factors have shaped public transport policy outcomes in three sets of Australasian cities, and that these represent three recognizable transport policy syndromes. The study will examine the interplay of fiscal and institutional factors with transport outcomes within these syndromes. Key performance measures or surrogates will be established to represent each factor. The study will focus on the period 1990-2010.
